Provides energy assistance during the winter months and as funding allows during non winter months. The Senior Discount Rate Program and Disabled Discount Rate Program are Cowlitz PUD energy discount programs administered by CAP. Weatherization applications are accepted year-round, but there can be a 9 month to 1 year wait.
